Given that they were in front of the people of Denmark, Fortinbras probably wanted to look like a kind and caring person who loved Hamlet very much. Since the people of Denmark loved Hamlet very much, they probably would favor anyone who shows that much honor towards Hamlet. If Fortinbras wants to win the people of Denmark over and get the throne he has to show respect to the person that was supposed to be in the throne. The "honor" that was shown towards Hamlet could all be a scam, depending on the person that demanded that honorable act.
